The Wildlife Conservation Trust Fund (WCTF) is a Government of Kenya financing institution established under Section 23(1) of the Wildlife Conservation and Management Act, 2013 (Cap. 376). Its financial administration is undertaken within the framework of the Public Finance Management Act, 2012 (Cap. 412A), while its operations are further guided by the Public Finance Management (Wildlife Conservation Trust Fund) Regulations, 2025 (Legal Notice No. 190 of 2025). The Fund is institutionally situated within the State Department for Wildlife pursuant to Executive Order No. 2 of 2023.
WCTF provides a structured and sustainable mechanism for mobilising and managing resources dedicated to wildlife conservation and the protection of Kenya’s biodiversity and ecosystems. The Fund works with public institutions, communities, development partners, the private sector and other conservation stakeholders to broaden and strengthen financing for priority conservation initiatives. Through effective stewardship of conservation resources, WCTF seeks to promote long-term ecological sustainability while supporting the protection of Kenya’s wildlife and natural heritage for present and future generations.
Kenya’s wildlife, biodiversity and natural ecosystems are vital components of our national heritage and contribute significantly to ecological integrity, livelihoods and sustainable socio-economic development. The Wildlife Conservation Trust Fund provides an institutional framework for mobilising and facilitating sustainable, predictable and innovative financing to complement existing resources dedicated to wildlife conservation and the effective management of Kenya’s natural heritage.
As the Fund advances its operationalisation, WCTF is committed to establishing a strong, credible and financially sustainable institution anchored on sound governance, transparency, accountability and prudent stewardship of resources. We will work collaboratively with the National and County Governments, the private sector, development partners, conservation organisations, communities, philanthropic institutions and other stakeholders to diversify conservation financing and support priority interventions that deliver measurable and enduring conservation outcomes.
WCTF recognises that sustainable conservation requires long-term commitment, strategic investment and effective partnerships. I therefore invite our partners and stakeholders to engage with the Fund in developing innovative financing mechanisms, strengthening resource mobilisation and supporting initiatives that enhance the protection and sustainable management of Kenya’s wildlife, biodiversity and natural ecosystems.

Our Governance & Delivery Partners
The Fund operates as a public-private partnership under Section 23(2) of the Wildlife Conservation and Management Act, working alongside these institutions to deliver conservation financing.
